Tunisia's licensed friperie sector, explained

Tunisia runs one of the most regulated used clothing trades in Africa. Only licensed industrial units may import, which makes them some of the most structured buyers of original stock anywhere.

Licensed units only

Under Industry Ministry rules dating from 1995, only licensed industrial warehouses may import used clothing, and no new units have been licensed since 2003. A 2022 study by CONECT, a Tunisian business federation, counted 47 licensed warehouses across the governorates.

What they buy

Licensed units import original and credential stock from the UK, Europe and North America, sort it in their factories, sell part of the output into the domestic market under quota and export the rest. That makes them buyers of large, regular volumes of unsorted clothing.

Where they are

Many sit in industrial zones near the ports of Radès, Sousse and Sfax, and around Tunis, Sousse, Monastir and Sfax, with free zones at Bizerte and Zarzis. Sorted friperie is sold in markets such as Hafsia and Bab El Falla in Tunis.

What it means for suppliers

For UK and European suppliers, Tunisian licensed units are serious, documented buyers of original stock. Ragtrail checks the importer's licence during the business review, so the consignee on the bill of lading is a licensed unit.
